The brakes are applied by depressing the brake pedal (also called the foot valve, or treadle valve) that gives the operator control of the air brake system.

To further complicate matters, if the spoilers are up on both sides being used as air brakes in descent, then you may see spoilers on one side partially retract as they also perform the roll function at the same time.
And if you think this is complicated, on a 777 (and maybe others) both the outboard and inboard ailerons droop to supplement the flaps when they are down, yet also continue to act like ailerons when required.
