 Perspectives - Ballistic Missile Proliferation
Of the three types of delivery system usually considered for WMD—ballistic missiles, cruise missiles, and combat aircraft—ballistic missiles have attracted the most attention, both because they are difficult to defend against and because they appear to be particularly suited for WMD (the less sophisticated ones being generally not cost-effective when armed with conventional weapons).
In general, compared to aircraft, ballistic missiles are harder to defend against, swifter in their delivery, and—since not restricted to operating from airfields—easier to hide from opposing forces (and therefore less vulnerable to attack on the ground).
The Prithvi SRBM is a road-mobile, single-stage, liquid-fuelled missile using propulsion technology from the Soviet SA-2 surface-to-air (SAM) missile.

 PAKISTAN AIR FORCE WEAPON SYSTEM
Most air defence missiles employ separate radar to locate, track, and guide the missile toward hostile aircraft; final interception is accomplished by the internal guidance system of the missile itself.
The Pakistan Air Force strategic bomber force, made up mainly of F-16s and A-5s are also considered vulnerable to missile attack and depend on early warning systems to get away from unprotected airfields, which are all within 15 minutes air time for Indian bombers.
Air power has provided military commanders with new means of gathering intelligence, dominating a battlefield, striking the enemy over great distances, and forging global lines of supply and communication.

Missile - Wikipedia, the free encyclopedia
Missiles which spend most of their trajectory in unpowered flight, and which don't use aerodynamics to alter their course, are known as ballistic missiles (because their motion is largely governed by the laws of ballistics).
Modern ICBMs, the largest missiles currently deployed, represent the most destructive weapons ever made in human history.
Missiles can range from a rock thrown from a slingshot, through a crossbow or ballista bolt, to a Minuteman III intercontinental ballistic missile (ICBM) with multiple nuclear warheads.

 Encyclopedia: Air-to-ground missile
Air-to-ground missiles are missiles launced by military aircraft against targets on the ground.
Shorter-range missiles such as the AGM-65 Maverick, AGM_114 Hellfire and Brimstone missiles are typically rocket-powered, while longer-range missiles such as the RAF Storm Shadow use jet engines for propulsion.

Air-to-surface missile - Wikipedia, the free encyclopedia
One of the major advantages of air-to-surface missiles over other weapons available for aircraft to use to attack ground targets is the standoff distance they provide.
Most air-to-surface missiles are fire-and-forget in order to take most advantage of the standoff distance - they allow the launching platform to turn away after launch.
There is some cross-over between air-to-surface missiles and surface-to-surface missiles.

 Orlov, U-2 & the CIA
The Soviets were deploying strategic missiles, building nuclear-powered submarines, adding new surface-to-air missiles to their inventory, and equipping the Air Defense Forces with advanced radar and other equipment.
Soviet and other Warsaw Pact radar observed each of these flights over the entire extent of their routes (with some gaps), and air defense fighter aircraft were vectored to the targets, but the fighters' ceilings were below U-2 altitudes by several kilometers, preventing them from operating effectively against the reconnaissance planes.
The Soviet leader and his lieutenants clearly viewed the violation of their nation's skies by a foreign reconnaissance aircraft on the day of a Soviet national holiday, and just two weeks before a summit conference in Paris, as a political provocation.

Air-to-air missile - Wikipedia, the free encyclopedia
There are missiles in development, such as the MBDA Meteor, that "breathe" air (using a ramjet, similar to a jet engine) in order to extend their range.
Note that although the missile may use radar or infra-red guidance to home on the target, this does not necessarily mean that the same means is used by the launching aircraft to detect and track the target before launch.
An aircraft can defend against infra-red missiles by dropping flares that are hotter than the aircraft, so the missile homes in on the brighter, hotter target.

Officials said the new defense system was a response to "the proliferation of weapons of mass destruction and their means of delivery, including missiles of all ranges".
Officials stressed that the battlefield system was focused on shorter-range missiles targeting troops on the ground and was separate from other initiatives to develop defenses against longer-range missiles that would be likely to target cities and military bases.
The military bloc’s 26 member nations say the system is necessary to protect troops from the threat of ballistic missiles, which could be armed with chemical, nuclear, or biological warheads.

The short time of missiles to target implies that fixed assets such as air bases, nuclear installations and weapon factories whose defence has been modeled on the assumption of a conventional air attack, will have to be protected with the missile threat in mind.
Given the fact that there are a total of 10 PAF forward air bases and 9 additional combat capable air bases versus 100 such bases in India, it follows that to keep the enemy on the defensive, the Pakistan armed forces require similar or better strike capability against such targets.
