 Strategic Affairs - Technology
China's bid to acquire the Israeli Phalcon Airborne Early Warning system can be traced back to 1978, when the late Deng Xiao Peng initiated the "Four Modernisations" to attain world power status.
Acquiring the Phalcon AEW (among other systems) therefore, was part of Beijing's broad strategy to meet the requirements of "limited war under hi-tech conditions".
Such systems are force multipliers in modern day war, providing real time intelligence, airborne early warning and command and control, that enable an airforce to achieve and maintain air superiority over the combat area and to enable surveillance of borders in peacetime.

The airborne platform (a large UAV such as the Boeing A160 Hummingbird Warrior) would then be simply a flying sensor suite and data-link, resulting in considerable operating cost savings and an ability to fly higher than 10,000 feet without requiring a pressurised cabin.
The Hawkeye's original primary mission was to provide organic long-range airborne early warning (AEW) and intercept control for the carrier battle group and its assigned air wing, operating in the open ocean environment and facing a massed air threat.

China has tested an AEW radar rotodome on a TU-4 platform, but there is no indication that this unique aircraft is intended as a prototype for subsequent production.
However, this airborne early warning program to mount the Israeli Phalcon airborne radar on a Russian airframe remains behind schedule, and evidently negotiations continue on the deal under which IAI would supply the advanced radar and computer systems.

Airborne early warning aircraft systemsmost often referred to as "AWACS" are among the most significant elements of modern air forces; by placing powerful radar units atop airborne aircraft, air forces are able to vector friendly fighters directly to enemy aircraft, allowing smaller fighter forces to more effectively patrol larger areas.
This authoritative book details the history of AWACS around the world, from the first combination of aircraft and radar in the 1930s to todays highly sophisticated technologies and hardware.
The listing of World AEW platforms was also good for short ref. list.

NATO Handbook: NATO Airborne Early Warning Force (NAEWF)
The NATO Airborne Early Warning Force was established following a NATO Defence Planning Committee decision in December 1978 to acquire a NATO-owned Airborne Early Warning air defence capability to provide air surveillance and command and control for all NATO commands.
The NAEWF is a fully operational, multinational force consisting of two components: the E-3A component, which comprises 18 NATO E-3A aircraft and operates from a Main Operating Base (MOB) at Geilenkirchen in Germany, and the E-3D component which consists of seven UK-owned and operated E-3D aircraft based at RAF Waddington in the United Kingdom.
The NAEWF provides an air surveillance and early warning capability which greatly enhances effective command and control of NATO forces by enabling data to be transmitted directly from Airborne Warning and Control System (AWACS) aircraft to command and control centres on land, sea or in the air.
