The Airdrie-Bathgate rail line will be reopened and electrified, along with the existing Glasgow to Airdrie and Bathgate to Edinburgh sections.
However, plans for a park-and-ride site at Glasgow airport to enable commuters to use the planned rail link to the city centre were rejected because of the high cost of parking space.
Rail services between Glasgow and Cumbernauld will be extended to Falkirk Grahamston, with the line also being electrified and a new station with a 1,000-space car park built at Castlecary.
