Metropolis - Wikipedia, the free encyclopedia
The word was used in post-classical Latin for the chief city of a province, the seat of the government, and in particular ecclesiastically for the seat or see of a metropolitan bishop to whom suffragan bishops were responsible.
In this sense "metropolitan" usually means "spanning the whole metropolis" (as in "metropolitan administration"); or "proper of a metropolis" (as in "metropolitan life", and opposed to "provincial" or "rural").
A metropolis (in Greek metera = mother and polis = city/town) is a major city, which is an economical and cultural center for some country, and usually a hub for its international connections.

Charter airline - Wikipedia, the free encyclopedia
The economics of charter flights demand that the flights should operate on the basis of near 100% seat occupancy, and the standard of seating and service may be lower than on scheduled airlines (though this is by no means always the case).
Although charter airlines typically carry passengers who have booked individually or as small groups to beach resorts, historic towns, or cities where a cruise ship is awaiting them, sometimes an aircraft will be chartered by a single group such as members of a company, a sports team, or the military.
Furthermore charter airlines frequently operate on routes, or to airports, where there is no scheduled service.

III.A. Accident Rate for Commuter Operations The airline industry that uses airplanes with a passenger-seating capacity of 60 or fewer seats to conduct scheduled operations under parts 121 and 135 is an essential part of the air transportation network in the U.S. These airlines now fly more than all airlines did in 1958.

Song is targeted at cost-conscious leisure travelers, taking over routes from the defunct Delta Express, whose demise from cost overruns was partly tied to its low-volume, 119-seat 737-200 jets.
Because Song has hired from within Delta, it has the same personnel costs as the larger airline and won't have a cost-cutting culture built in from the beginning, as a true start-up could.
