The design of the airport seems archaic and not up to par with other airport designs so that may be the reason for no hub or lack of activity.
This is an airport that doesn't seem to care if you have to check in well before a flight, have limited windows to get to the aiport via ground shuttle or otherwise have to wait after arrival and checkin.
The airport is easy to get in and out of, parking is reasonable ($5/day for extended parking, shuttle bus included), airfares are very reasonable (it's a Southwest city), and plenty of major airlines flying there (FAA #s for 2000 show about 80,000 departures, about 5.7 million passengers).
