The answer is clear: The principles of exegesis found in Akhbari (referring to the Akhbari sect of Shi`ism which lost out to the Usulis [mujtahid based tradition] in the 18th-century) works of Shi`i tafsir are manifestly present in the Kitab-i Iqan.
According to B. Todd Lawson, what characterizes Akhbari Qur'an commentaries is the exegetical procedure of "finding the true reading of the verse in question through metonomy or metaphor for the Imam or some related topic such as walaya" (Lawson, "Akhbari Shi`i Approaches to tafsir," 175).
Such a procedure was effected through Akhbari exegesis, in which the exegesis, invoking the authority of sacred Imami tradition, functionally supersedes the text it is intended to elucidate.

There are two categories of Islamic theology, namely "Usuli" (rationalist) and "Akhbari" (traditionalist).
According to Usulis, it is the obligation of every muslim to either be a marja or follow a living marja.
There are many Shi‘a marjas in the world today such as Ayatollah Khamenei, Ayatollah Vahid-Khorasani, Ayatollah Ali al-Sistani, Ayatollah Sadiq Sherazi, etc. However, according to "Akhbaris," only Prophet Muhammad and the twelve imams should be followed absolutely.

The akhbari (or communicators) held the view that, during the ghaiba (occultation) of the Twelfth Imam, it is not permissible for religious scholars to use reason to apply the principles of the law to a specific problem or situation.
The argument was won by usuli ulama and the akhbari position was abandoned.
However, some residual influence of the akhbari position still persists not only in Iran but to a much greater degree among the Shi'i ulama of Iraq, India, Pakistan and Bahrain and among their followers.

Prophet Muhammad (saw) is not equal and the same in every aspect with his ahlul-bayt (as.), Muhammad (saw) was the messenger of Allah (swt).
The defination of akhbari and usooli might give U an indication of what U are searching for.
But marefat e nooraniyya is not wajib in usooli sect, Where as in akhbari sect, marefat e nooraiyya is the sole foundation on which tauheed sits.

 Twelvers / Ithna Ashari Islam
Within Twelver Shia Islam there are three major legal schools, the Usuli, the Akhbari and the Shayki.
Akhbaris constitute a very small group and are found primarily around Basra and in southern Iraq as well as around Khorramshahr in Iran.
The dominant Usuli school is more liberal in its legal outlook and allows greater use of interpretation (ijtihad) in reaching legal decisions, and considers that one must obey a mujtahid (learned interpreter of the law) as well as an Imam.

I believe what you are trying to say, or akhbari's in general, is that a scholar cannot use his intelligence, his research/analyzing of hadith to determine which is authentic or not?
AKHBARI : Akhbari follows Akhbare Ilahiya (means quran and ahadeese Khudsi) and akhbare Aale mohammad (means ahadeese aale mohammad) who ever accept this from heart are called akhbari.

Mostly whoever goes on minmbar tells about Akhabri Aqeeda meaning Hadees –e-Saqlain, but when they step down from minmbar then we do not know what their mazhab o millat remains.
This is the reason why we cannot ascertain who Akhbari Aalim is.
