Admiral Togo directed Saneyuki Akiyama, an operations officer, to develop a detailed and practical concept of operations that was suited to the level of expertise of Japanese officers and sailors.
This was the operational goal to which Akiyama devoted all his energy, and it was one of the real roots of the Japanese success at the Battle of Tsushima.

Mahan's book had been translated into Japanese long before 1900 and were required reading at navy schools and colleges.
The father of Japanese Navy Strategy, one Akiyama Saneyuki, had actually talked to Mahan and served as an observer aboard Admiral Sampson's flagship in the SA War.
It was a simple outline for a campaign but was not a strategy for a sustained naval war.
