 ReliefWeb: Grassroots human security grant aid to Iraq (Governorate of Al Muthanna including Samawah)
The aid extended this time will enable the repair of roads between Al-Khidhur and Darraji and between Mahdi and Sawa, and will provide the Road and Bridge Department of the Governorate of Al Muthanna with necessary construction equipment to restore damaged roads and bridges in the Governorate.
The Government of Japan has decided to extend a grassroots human security grant aid of about 5.55 million dollars (about 610.47 million yen) in total to the Governorate of Al Muthanna, in the south of Iraq, to improve the water supply and basic infrastructure.
(2) In the field of basic infrastructure, the Governorate of Al Muthanna is particularly under-developed compared with other parts of the country, because of the oppression under Sadam Hussein's administration, the battered economy caused by the war against Iran, the economic sanctions after the Gulf War, and other factors.

 Training of Nurses of the Al-Muthanna Governorate, Iraq
The Government of Japan will provide nursing training for 10 nurses belonging to hospitals in Al-Samawah and neighboring cities in the Al-Muthanna Governorate in the southern part of Iraq from October 29 (Fri) to December 3 (Fri).
This training targets at leading nurses in charge of a surgery ward, emergency rooms and others who belong to core hospitals in medical and health care services in Al-Muthannna Governorate such as Al Samawah General Hospital as well as Al-Rumaytha and Al-Khidhur Hospitals in nearby cities, to which Japan provided medical equipment.
The nurses will have lectures on Japan's nursing administration and control and also on-the-job training at hospitals to acquire knowledge and skills necessary for leading nurses.

Like Al Qaida, many Muslim fundamentalist individuals and groups in the Arab world wish Iraq to remain a failed state as this will provide them with an ideal opportunity to wage a war against the west.
This must be continued, as it will encourage the Japanese to proceed with the other phases of their task, which includes the building of an infrastructure capable of attracting Japanese private sectors' investments.
