Al Yamamah II came at the time of a general escalation in the Middle East arms race, involving not only the traditional suppliers such as the US, the Soviet Union, France and the UK, but relative newcomers such as China, Argentina, Brazil and North Korea.
Despite the initial cash payment, the rest of Al Yamamah II was to be paid for in oil, and there were rumours that the amount might have to be increased from 500,000 to 700,000 barrels per day.
The Saudis themselves announced that Al Yamamah was being "rescheduled" and the UK government admitted in April 1999 that "adjustments" were being made to Al Yamamah "in response to prevailing economic conditions" (Financial Times, 25.2.99; Hansard, 12.4.99).

The Al Yamamah deals are far from the economic godsend that they have been portrayed as, and have earned the UK little, if any, real profit.
CAAT continues to campaign for the publication of the NAO report into Al Yamamah and perhaps, as the deals wind down, this may be forthcoming, though as yet there is no sign of such a move.

The ‘other considerations’ are the persistent reports of corruption which have dogged Al Yamamah from its inception as the pet project of Reagan and Thatcher.
The campaign for the publication of the NAO report into Al Yamamah continues, and perhaps as the deal winds down this may be forthcoming, though as yet there is no sign of such a move.

The Telegraph has learned that the UK company is in active negotiations with the Saudis over a multi-billion pound upgrade to Tornado aircraft originally supplied under the controversial £20bn Al Yamamah arms-for-oil deal.
Executives fear that the "slush fund" disclosures, under which BAE is alleged to have wooed Saudi officials with lavish hospitality and gifts in the past, could undermine the talks.
The multi-billion Tornado upgrade, dubbed by analysts as "mini Al Yamamah", has been quietly under discussion for about three years and a decision on it is imminent.
