 UNDP Report on Democracy
On July 22, the Inter-American Dialogue hosted a discussion with Alan García, former president of Peru (1985-1990) and leader of the main opposition party, American Popular Revolutionary Alliance (APRA).
In his assessment of Peru's current situation, García emphasized insufficient economic growth, the incapacity of the political system to fulfill growing public demands, and a mounting threat to institutional stability.
García criticized President Toledo for failing to incorporate experienced politicians, including the leaders of APRA, into his administration following the 2001 elections.

The letter accused the daily of defending the former president of Peru, Alan García, and stated that Maravi would be put in “his rightful place” along with others involved in an alleged meeting to draw plans to exculpate the former president of charges of embezzlement that were to be heard by the Supreme Court.
Maravi, editor-in-chief of the daily La República, received an anonymous threatening letter that was also sent to other media outlets.

Legislators of the Aprista Party, which is led by former President Alan García (1985-90), have been especially vocal in trying to limit the commission’s mandate or discredit its members.
During the 1970s, radical members of the Communist Party of Peru recruited followers in Ayacucho under the guidance of Abimael Guzmán, a philosophy professor at the National University of San Cristóbal de Huamanga, where the Truth Commission hearing was held.
For the next dozen years, Peru was embroiled in a bitter internal conflict that pitted guerrillas of the Shining Path and the Tupac Amaru Revolutionary Movement against the Peruvian police and armed forces.

The municipal government of Huaylas was held by members of the Popular Action (Acción Popular--AP) party, whereas the Santo Toribio interests were aligned with the American Popular Revolutionary Alliance (Alianza Popular Revolucionaria Americana--APRA) party, which took power nationally under Alan García Pérez (president, 1985- 90).
Provincial migrants, especially those in greater Lima, play important and often key roles in the creation of new political divisions back in their homelands, as was the case by 1990 in the highland district of Santo Toribio in the province of Huaylas.
The result was a nation divided into a political hierarchy of 24 departments, 159 provinces, and 1,717 districts, each with its urbanized capital symbolized by a plaza bordered by a "mother church" and municipal office.
