Alan Napier (January 7, 1903 - August 8, 1988) was a British-born American character actor.
He was stagestruck from childhood and after graduating from Clifton College, the tall, booming-voiced Napier studied at the Royal Academy of Dramatic Art, then later was engaged by the Oxford Players, where he worked with such raw young talent as John Gielgud and Robert Morley.
Napier's career extended into the 1980s, with TV roles in such miniseries as QB VII and such weeklies as The Paper Chase.

The funny thing is before the series Alan had not even heard of Batman.

Fans of the 1960s TV series Batman will instantly recognize rail-thin, 6’6”, Alan Napier as Batman’s ever trustworthy butler “Alfred.” Born in Birmingham, England, Napier was a cousin of British prime minister Neville Chamberlain.
Napier came to the U.S. in 1940 to perform on stage with Gladys George in the play Lady in Waiting, and almost immediately went on to Hollywood where he performed in mostly B-grade movies including Cat People, Tarzan's Magic Fountain, and Island of Lost Women.
Due to his agents friendship with one of the executives producing the Batman TV show, he was actually the first person cast, even before the leads.

The name "Jack Napier" was made up by Sam Hamm, the original screenwriter for the Batman film.
However, a story from the early '90's revising and retelling the first battle between Batman and the Joker did include the Joker's mentally deranged cousin, whose last name was given as "Reipan." Personally, I prefer not knowing the Joker's true identity.
Now as to whether or not alan Moore was trying to relate this to Alfred - Who Knows.
