 Census 2000 Profiles: County and Congressional District Packages
After all states are released, the Customer Services Center will sell special U.S. packages: all states profiles (just state profiles not the substate profiles), all metropolitan areas, all congressional districts, and all American Indian/Alaska Native, and Hawaiian Home Lands profiles.
State packages are very large so the Customer Services Center is selling just the profiles for counties and congressional districts.
At present, the Customer Services Center is selling county and congressional district packages for each state.

For a State whose representative is designated "at large"-- for the 98th-102nd Congresses, this applies to the States of Alaska, Delaware, North Dakota, South Dakota, Vermont, and Wyoming-- for the 103rd Congress, this applies to the State of Montana -- the Congressional District is designated as "00".
Congressional districts are legislatively defined subdivisions of a State for the purpose of electing representatives or delegates to the House of Representatives of the United States Congress.
Congressional district codes are unique within each State and equivalent entity, and for each Congress.

Data in the Ranking report are presented by congressional districts for all States, except Alaska, Delaware, Montana, North Dakota, South Dakota, Vermont, and Wyoming which are “at large” States.

 A Mass. Special Election!
Isaac Mass is an At-Large City Councilman in Greenfield, Massachusetts, and the Republican State Committeeman from the Hampshire Franklin District.
In 1996 with the defeat of US Representatives Peter Blute and Peter Torkelson the entire Massachusetts congressional delegation became all white, all male and all Democrat and has remained so for almost a decade.
The key beneficiaries of the new special election race are the Massachusetts congressional delegation many of whom have accumulated million dollar campaign war chests but face little or no competition for re-election.

Because of the Constitutional requirement that equity be maintained in the population size of each district, state legislatures must reapportion their state's population by redrawing congressional district lines every 10 years, after the results of the national Census are known.
The states with so-called "At Large" Representatives are: Alaska, Delaware, Montana, North Dakota, South Dakota, Vermont, and Wyoming.
The state with the largest population, California, has 52 Representatives in Congress, while several states with small populations have only 1 Representative for the entire state.
