MP for Eddisbury, Goodlad served as Prime Minister John Major's Parliamentary Secretary to the Treasury and Chief Whip, and was given the temporary shadow cabinet positions of Leader of the House of Commons and Chief Whip.
Goodlad accepted the office of Steward and Bailiff of the Chiltern Hundreds on 28 June 1999 to formally vacate his seat, triggering the Eddisbury by-election.
Goodlad was replaced as High Commissioner by former Secretary of State for Scotland, Helen Liddell.

Sir Alastair Goodlad, the former Tory Chief Whip, was the MP who acted as secret go-between in talks on Lords reform between Tony Blair and Lord Cranborne, the sacked Tory leader of the Lords, it emerged yesterday.
Goodlad attended the meeting between Blair and Cranborne in Downing Street at which it was agreed that Tory peers should co-operate with Lords' reform in return for the temporary retention of 91 hereditary peers.
Goodlad and Irvine have family connections in Scotland, and the Tory MP has been a friend of Blair since they were 'paired' in the lobby in the Nineties.

Tony Blair last night outraged Conservative MPs when he rewarded John Major's ex-chief whip, Sir Alastair Goodlad, with a plum diplomatic appointment as compensation for blocking his path to the European Commission in favour of Chris Patten.
Sir Alistair's majority in 1997 was cut from 10,996 to 1,185 and before taking up his new job early next year he will stay on to suit his party's timetable as it struggles to start winning elections again.
As William Hague's candidate to replace Sir Leon Brittan at the European Commission in the autumn, Sir Alastair suffered the indignity of seeing his chances evaporate as Mr Blair persuaded the more dynamic Mr Patten, former Tory chairman and governor of Hong Kong, to take the job instead.
