		Albany State (Georgia) demonstrated a lack of institutional control and monitoring in the conduct of its athletics programs by failing to: (1) monitor the awarding of institutionally administered financial aid to student-athletes; and (2) implement appropriate administrative procedures for the review of institutionally administered financial aid to student-athletes to ensure compliance with NCAA legislation.
		The university's principal argument is that the data from the university's November 1998 internal audit report on the over-awarding of institutional aid to student-athletes was incorrectly calculated by its director of internal audits.
