Rankovic provided both symbolic and real comfort for Serbs, especially due to the role he and his security service played in maintaining the dominance of Serbs in the nomenklatura of Kosovo, which then as now was by far the most critical territory in the minds of Serbian nationalists.
Not coincidentally, Aleksandar Rankovic and his supporters in the federal government were those most resistant to economic reform-because such reforms would involve decentralization of decision making and thus a weakening of the only guarantee that Serbs had of continued, if circumscribed, unity.
In order to eliminate Rankovic's faction from the federal government, where it was providing much resistance to decentralization, the leadership removed Rankovic from his positions in 1966 for a variety of stated reasons that included the claim that he had spied on Tito himself.

The Constitution of 1963 incorporated elements of self-management while the Brioni Plenum and the dismissal of Aleksandar Rankovic in 1966 marked the first serious break with the unitary state concept espoused by the Communist Party.
They also took Rankovic’s downfall as a threat to a unitary Yugoslavia and prepared and organized themselves to fight for Tito’s succession.
In the 1960s, the downfall of Rankovic created a political climate encouraging national movements; the repression symbolized by Rankovic over many years ended in reform and the awakening, among others, of the Albanian population.

These shifts were to manifest themselves with the dismissal of Rankovic from power in 1966, and the implementation of radical economic reforms that would threaten the monolithic power of the centralist LCY (Höpken 1994: 233; Dimitrijevic 1995: 50).
Rankovic was seen as a key target, as he symbolised an era of neo-conservative bureaucratisation of the Serbian led Yugoslav state centre (Banac 1990: 152).
The removal of Rankovic was to create wider political space for liberal reforms and open debate as Rankovic was the main bulwark to autonomous peripheral political development (Plestina 1992: 72-83).

Virtually all the steps in postwar political decentralization diminished Serbian dominance by giving equal status to all republics and weakening federal institutions.
Under Aleksandar Rankovic, Serbia conducted a Serbianization campaign against ethnic minorities in Vojvodina, Kosovo, and BosniaHercegovina to advance Yugoslav unity.
Rankovic's fall in 1966 weakened this drive, and the party reforms of the 1960s and 1970s weakened Serbian influence on party appointments in other republics.
