In 1547, Ivan IV of Russia changed his title from "Veliki Kniaz (Grand Duke) of the whole Rus" to "tsar of the whole Rus" as a symbol of change in the nature of the Russian state.
However, in 1721, Tsar Peter the Great of Russia took the additional title of Imperator (Emperor), which, at least officially, superseded the older title of Tsar, which was henceforth formally used only for peripheral parts of the Empire.

Another point of frustration for Russia, which the privatization law only partially resolved, was the issue of "overfeeding." As mentioned, prior to the privatization law USEC had to pay Russia for the feed component when it used it or sold it.
Russia was frustrated because USEC could have used the natural uranium as part of a process called overfeeding (i.e., using more uranium in the enrichment process to reduce electricity consumption during production), but chose not to.

According to the minister, the list of US companies, which will be allowed to send poultry meat to Russia as of 1 July, was compiled on the basis of results of a veterinary inspection, which representatives of the Agriculture Ministry completed at the beginning of June.
However, the repeal of the by-country division of quotas for import of poultry meat, which the consultative council on monitoring meat import into Russia is recommending, may significantly reduce the import from the USA.
