The Alethiometer is a device driven by Dust that is able to answer questions formed in the mind of the user.
The first alethiometer was constructed in Prague during the reign of Rudolf II by a scholar named Pavel Khunrath.
In short, the alethiometer supplies the semantic content of a message, and the mind of the inquirer supplies the grammatical connections between the individual elements.

Alethiometer - Wikipedia, the free encyclopedia
The alethiometer is a device from the trilogy His Dark Materials which tells the truth.
It is described in Northern Lights: "It was very like a clock, or a compass, for there were hands pointing to places around the dial, but instead of the hours or the points of the compass there were several little pictures, each of them painted with the finest and slenderest sable brush".
To use the alethiometer, the user directs three needles to lie over certain symbols on the face of device, and forms a question in his or her mind.

Telling True Stories   (Site not responding. Last check: 2007-10-14)
So we can see that the "meter" part of "alethiometer" really means not so much "measure," but rather "indicator." For the alethiometer points to the truth of the situation Lyra inquires about rather than measuring the truth of her belief about that situation.
Above all, the alethiometer seems always to tell Lyra what she needs to know to go on, to choose a path from among those in front of her, or to take the next step in her adventure.
In this respect the alethiometer seems to mimic her with its three fixed and its one, errant, wandering needle and in so doing to remind her (and us) that we are not separate from what we would know or from the technologies we use to know.

Lyra also consults the alethiometer which tells her that the alethiometer itself, Mary's machine, and even a Chinese divination device (a decoration) that Mary has on her wall, are all no more than elaborate methods of communicating with Dust.

Lyra asks the alethiometer various questions when the drama calls for a deus ex machina, but otherwise she leaves well enough alone.
Pullman explains part of this discrepancy by appealing to self-restraint: there are certain questions Lyra could ask the alethiometer that would hurt Will, or distract her, or whatnot, so she doesn’t ask them.
But that’s a fairly slim reed to balance the alethiometer’s power on, and it doesn’t explain why she avoids asking really important questions (like, “Should I kill the big bad evil character?”).
