Kluge was born in 1932 to Ernst and Alice Hausdorf Kluge in Halberstadt (now in the German Democratic Republic), where his father practiced medicine.
Kluge adapts the montage techniques of filmmaking to his writing, combining apparently arbitrary sequences of disparate and often dissonant elements (documentary and pseudodocumentary reports, ironic illustrative material, anecdotes, and interviews, as well as pure fictional narrative) to form a complex collage of associated themes.
Kluge admits that his works may appear confusing and incomplete to the reader; indeed, this effect is the one at which he aims in his portrayals of the ambiguity he sees at the center of modern reality.

Kluge's manipulations of plot and circumstance clear the way for him to focus on the Peickert's external pressures, such as the inertial weight of tradition, reactions from conservative forces, and most damning of all, public indifference.
Kluge's metaphor is indeed contrived, but it is contrived to reflect a particularly urgent reality: when Peickert fails to reform her circus in spite of the advantages working in her favor, she inexplicably moves into television, which also happened to Kluge in the 1970s.
Kluge has been criticized for this alarming aspect of his metaphor, since his omission of any hint of a solution casts a despairing and gloomy vision of the future of the New German Cinema.

Kluge's theories of the cinema are founded on the conception that mainstream narrative cinema—not only Hollywood, but also importantly, 'Papa's Kino' (the post-war German cinema denounced in the Oberhausen manifesto)—works by a process of closing off the ability for the spectator to engage their imaginative faculties while watching a film.
Kluge is therefore, not interested in 'conquering the spectator' or directing them toward a predetermined series of associations, as was the case with Eisenstein's dialectical approach, but his theory of montage is interested in involving the spectator in the production of meaning, effectively making them “co-producers” of the film.
Kluge's films are very much an expression of many of the tenets addressed in the Oberhausen manifesto, as well as of Kluge's own writings, particularly regarding the role film should play in the public sphere of the Federal Republic.

Lutze attempts to contribute to the modernism/postmodernism debate by situating Kluge in the former category, or else "as a bridge between modernism and postmodernism".
None of Kluge's earlier provocations matched this one, as he turned to his own advantage the requirement of all channels that some degree of high culture be present.
This is an extreme of the direction indicated by Kluge's talented beginnings with short films, and Lutze both documents and analyses it very well, considerably expanding the going image of this important filmmaker.
