Papagos remained behind and in July 1943, together with other generals, he was arrested and sent to concentration camps in Germany.
Despite this victory, Papagos was unable to form a government, and had to wait until the November 16, 1952 elections, when, with a change in the electoral system, he gained 239 out of 300 seats in Parliament.
Papagos' government successfully strived to modernize Greece (where the young and energetic Minister of Public Works, Constantine Karamanlis, first distinguished himself) and restore the economy of a country ruined by 10 years of war, but did little to restore social harmony in a country still scarred from the civil war.

Government was unstable in 1950–51, but after a new constitution was ratified in 1951 and elections were held in 1952, Field Marshal Papagos became premier with a majority in the legislature.
When Papagos died in 1955, he was succeeded by Constantine Karamanlis, whose National Radical Union party increased its majority in subsequent elections (1956, 1958, 1961).
Under Papagos and Karamanlis, the Greek economy improved considerably, despite a series of damaging earthquakes in 1953–54; the United States continued to give Greece considerable economic and military aid.

He practiced law in Serres, entered politics with the conservative People's Party (Laikon Komma) and was elected Member of Parliament for the first time at the age of 28, in the last elections held before World War II.
He performed unusually well in this position and, when Papagos died and was to be succeeded, King Paul of Greece immediately suggested the young Karamanlis for Prime Mininster.
In doing this, the King bypassed Stephanos Stephanopoulos and Panagiotis Kanellopoulos, the two senior Synagermos politicians who were widely considered as the heavyweights most likely to succeed Papagos.
