 Alexander II of Russia Summary
The underlying reasons were the lack of far-reaching social and constitutional reforms; the bloody suppression of the peasant uprisings, especially the slaughter of Bezna; the Polish insurrection of 1863 and its bloody defeat; and the general ultrareactionary trend of official policies.
Insofar as he may have had political convictions in his youth, Alexander seemed to possess the reactionary spirit predominant in Europe at the time of his birth, a trend which continued in Russia through to the end of his father's reign.
Alexander could be said to be a brave man after allowing universities to give lectures on topics such as law and government but this was all part of the new freedoms allocated to the education system.

Quantifying the air-sea gas exchange is a complex, turbulent boundary-layer problem (Soloviev and Schluessel, 1998).
Due to similarity between the gas and heat transfer, the temperature difference, DT, across the thermal molecular boundary layer (cool skin of the ocean) and the interfacial gas transfer coefficient, Kint, are interrelated to each other.
At high wind speeds, the Ke-number dependence is additionally verified with the formula for transformation of the surface wind stress to form drag and white capping, which follows from the renewal model.
