After the fall of Jules Méline's ministry in 1898 M. Ribot tried in vain to form a cabinet of "conciliation." He was elected, at the end of 1898, president of the important commission on education, in which he advocated the adoption of a modern system of education.
He actively opposed the policy of the Combes ministry and denounced the alliance with Jean Léon Jaurès, and on January 13, 1905 he was one of the leaders of the opposition which brought about the fall of the cabinet.
Ribot's final ministry was during the most dismal part of the First World War, seeing the failure of the and the famous mutiny of the French soldiers which followed.

Born in Saint-Omer on 7 February 1842, Ribot studied law at university and thereafter took employment in legal affairs until his eventual appointment as director of Criminal Affairs at the Ministry of Justice.
Appointed Minister of Foreign Affairs for two years from 1890-92, Ribot was instrumental in fostering the closer relations with Russia that culminated into a formal alliance in August 1892.
Ribot served a brief first term as Prime Minister lasting four months from 6 December 1892, and which fell in the wake of the Panama Canal scandal.

In October 1915, following on French defeats in the First World War, Briand again became Prime Minister, and, for the first time, Foreign Minister, succeeding René Viviani and Théophile Delcassé respectively.
His tenure was not particularly successful, and he resigned in March 1917 as a result of disagreements over the prospective, to be succeeded by Alexandre Ribot.
Briand returned to power in 1921, but his efforts to come to an agreement over reparations with the Germans failed in the wake of German intransigence, and he was succeeded by the more bellicose Raymond Poincaré.

Reproduced below is the text of an address given by the French Prime Minister, Alexandre Ribot, to the French Senate in April 1917 on the subject of America's decision to declare war against Germany.
In his address Ribot stressed the close ties of friendship between France and the U.S., noting that U.S. independence was originally attained with the assistance of France.
He concluded by extending France's gratitude to America (in the person of President Woodrow Wilson) for determining to enter the war in the pursuit of "liberty and justice, which will establish concord among nations."
