I think that this is a juvenile Alexandrine Parakeet.
There is a red patch on the shoulder which is a feature of Alexandrine (and not in Rose-ringed).
However, this is an interesting record as it is almost certainly a locally bred bird - there are very few confirmed breeding records of the feral parakeet population in HK.
