Alfonso Antonio Portillo Cabrera is the son of a rural teacher.
During the campaign, Portillo was forced to admit that he killed two men during a confrontation in the Mexican state of Guerrero and fled the country to avoid prosecution in 1982.
Portillo, a law professor at the Guerrero Autonomous University of Mexico at the time, said he fled because he feared he would be prosecuted unjustly.

In fact, President Portillo is a well-intentioned, if powerless figure, with the real source of authority being held by former dictator and ex-general Efrain Rios Montt, the president of the country's national assembly.
President Portillo, of the right-wing Guatemalan Republican Front (FRG), was overwhelmingly elected to the presidency in 1999 on a populist platform pledging an increase in employment, help for the rural poor, and a curbing of the burgeoning crime levels in the country, as well as the implementation of the U.N.-brokered Peace Accords.
Refuting the rumors, President Portillo boasted that "this Presidency is not going to crack, or worry, or be intimidated or be paralyzed," and he blamed the rumors on unnamed opponents and "disgruntled forces" in the private sector who object to his reforms, but made no reference to his own pathetic performance.

Portillo también ha sido acusado de otros delitos de malversación durante su mandato, pero hasta el momento la Fiscalía había sido incapaz de proporcionar pruebas para lograr su captura.
Asimismo, el polémico general retirado calificó la persecución contra Portillo como una cortina de humo del gobierno del presidente Oscar Berger para evadir los altos índices de violencia, el desempleo y la pobreza que afectan a los guatemaltecos.

The atmosphere during this papal visit is in great contrast to that of 1983, when Guatemala was at the height of its civil war.

Portillo has been living in Mexico since early 2005 after he lost his immunity from prosecution as a member of the largely symbolic Central American parliament.

Though Ríos Montt was barred from seeking the presidency due to his involvement in the 1982 coup, his associate Alfonso Antonio Portillo Cabrera took the presidency, while Ríos Montt˜as an elected deputy˜himself took control of the Congress.
As of this writing, it is too early to tell how this development will affect Guatemalan political life.
