Bester's first visit to Babylon 5 was in 2258 when he was chasing the rogue telepath Jason Ironheart who had ran away from the Corps after being submitted to various inhuman experiments.
This time Bester really did succeed in his mission; both the official one (confiscating a large shipment of dust) and the unofficial (keeping dust from falling into the hands of alien governments and hiding the fact that Psi Corps was, in fact, involved in the development of the drug).
Bester was put under a trial and he spent the rest of his life imprisoned in 'Teeptown', the same place where he had spent his childhood.

Bester's supposition that the virus was developed with the help of Shadow technology is consistent with the courier's claim in "Conflicts of Interest" that coming up with the cure was a job beyond the capabilities of Earth's biologists, and that alien help had been enlisted.
Bester could possibly also use the virus on Lyta; death by the virus might be considered natural causes under the terms of her contract ("Moments of Transition.") Of course, such an operation would be very risky, since Lyta would be contagious.
Byron's experience with Bester echoed Lyta's experience with the Psi Cops: she was made to do something traumatic (in her case, helping to plant images in a murderer's mind to drive him insane, as she described in "The Face of the Enemy") and decided that she had to leave the Psi Cops.

Given Bester’s upbringing, it is easier to understand his motivation behind the evil things that he did in the Babylon 5 TV series.
However, it is an excellent character study of Bester and the changes his personality goes through as he ages and his youthful passion cools to glowing embers.

Babylon 5 is a rarity among SF TV series in having a thoroughly worked out future history, even if parts of that history are only hinted at on TV.
It starts gradually by telling bester's story as a student at the psi corps and then it ties up the events that happened in the previous novel and the tv series, where it ends.
Interestingly for fans of the Babylon 5 TV show, Lyta and Byron have cameos and this book ends with Bester about to leave for his first trip to the station.

In the Psi-Corp novel trilogy, it is specifically established that Bester's mentor gave him the name in honor of the s.f.
Besides a homage to the TV series "The Prisoner" (see Allusions), the salute is the "sign of the fish." Early Christians used this as a secret greeting and identification sign to identify their fellow members.
