Alfred Sant - Wikipedia, the free encyclopedia
Alfred Sant (born February 28, 1948) is a Maltese politician, who served as Prime Minister of Malta between 1996 and 1998.
Sant was also critical of what he called a "sham referendum" insisting that a general election would be enough to settle this issue.
Eventually, Alfred Sant was instrumental for the MLP General Conference to approve the proposed EU Constitution in July 2005, paving the way for unanimous parliamentary ratification at a time when the Constitution had just been rejected by the French and Dutch referenda.

REFERENDUM ON MALTA’S MEMBERSHIP TO THE EUROPEAN UNION   (Site not responding. Last check: 2007-11-01)
Right now, Alfred Sant is defending the idea of a partnership with the Union rather than membership, pleading for the status of an associate State that would enable Malta to maintain its privileged links with the USA but above all with Libya.
Alfred Sant also lays emphasis on the country’s size as a reason to reject membership: “The Union’s rules were designed for large mainland countries and will be a heavy burden for a small island such as Malta.” The Labour Party is advising its electorate to vote “no” and even to boycott the referendum.
Alfred Sant suggested last week for the referendum to be postponed until after the general elections in September this year and for the result to be confirmed only if at least 60% of the electorate choose to vote “yes” or “no”.

Alfred Sant risks confirming his reputation as Dr No. Having been the same leader who said no to the EU and no to VAT, Alfred Sant could end up driving his own party into another brick wall.
Alfred Sant could also afford to oppose the early adoption of the euro if his party manages to send the right message to pro-EU Labourites and floating voters by voting in favour of the EU’s constitutional treaty.
The fact that former finance minister Lino Spiteri is on the same wavelength as Alfred Sant on this issue shows that Sant is not as isolated as he was on the removal of VAT and the EU.

Maltese parliament unanimously ratifies EU Constitutional treaty
Sant said his Labour Party, unlike the Nationalist Party, had carried out a thorough internal debate on the implications of the EU Constitutional treaty and had decided to vote for ratification, with five reservations.
These concerned, mainly, the safeguarding of Malta's neutrality, which meant that a future Labour government would refuse to allow Malta to take part in a projected European Army, and on condition that the Constitutional treaty did not prevail over articles which were entrenched in the Maltese Constitution.
Sant agreed with Frendo that the ratification process should go on.

When the official results of the referendum were announced, Alfred Sant did indeed contest the validity of the election claiming that "the "yes" did not record an absolute majority of those on the electoral role".
Indeed if the Labour Party wins the general elections its leader, Alfred Sant will probably not sign the treaty (since the referendum was not restricting, a Labour government may officially ignore the Maltese vote on 8th March).
However it would have to organise a new referendum offering the Maltese the choice between a partnership with the EU (giving Malta the status of Associate State, that according to Labour would enable the country to preserve its privileged links with Libya) and total membership.
