Ali Hassan Mwinyi (born May 8, 1925, on the island of Zanzibar) was the president of the United Republic of Tanzania from 1985 to 1995.
During Mwinyi's terms Tanzania took the first steps to reverse the socialist policies of Julius Nyerere.
Even though Mwinyi's free-market policies had some success, he was widely criticized for the high degree of corruption and wide-spread tax evasion that flourished during his term.

DAR ES SALAAM, March 14 (AFP) - Former Tanzanian president Julius Nyerere on Tuesday accused the government of President Ali Hassan Mwinyi of corruption and violating the constitution and urged Tanzanians to vote differently in the next elections.
Comparing Tanzania to "a house that has just been completed," Nyerere said "the country has been hit by a tremor, developing cracks which must be filled," and said the cracks were "the political union between Zanzibar and the mainland, corruption, religious tensions, tribalism, the constitutional crisis and lack of the rule of law."
In an apparent reference to President Mwinyi himself, Nyerere told the journalists that Tanzanians needed a leader who will defend and promote the national constitution.

The Government of Ali Hassan Mwinyi responded with constitutional changes which permitted opposition parties from 1992 and so brought in a multiparty system under which parliamentary and presidential elections were held in October 1995 and contested by 13 political parties.
(Mwinyi, who had served two terms as President, was not eligible to stand again and had retired before the election.) Mkapa was duly inaugurated as President of Tanzania.
