The All Indian Rodeo Cowboys Association (AIRCA) (formerly All Indian Professional Rodeo Cowboys Association) is a Native American organization which promotes Indian rodeo.
It sponsors a schedule of local rodeos mostly in Arizona, the Indian Pro Rodeo Tour, leading up to a National Finals rodeo each year in which Native American rodeo performers compete.
The Indian National Finals Rodeo (INFR) is a competing national organization and event.

Rodeo is a traditional folk North American sport with influences from the history of Mexican vaqueros (cowboys) and American cowboys.

As the white guys formed the PRCA, (Professional Rodeo Cowboys Association), and the fl guys became accepted in the mainstream of the sport, the fls formed their own association as an expression of pride in their uniquely American identity, the BPRCA.
My guess is that these fl cowboys have a heck of a lot more in common with white or latino cowboys than they do with fls in Compton, for instance.
