  Allied Control Council - Wikipedia, the free encyclopedia
On 30 August 1945 the Control Council constituted itself and issued its first proclamation, which informed the German people of the Council's existence and asserted that the commands and directives issued by the Commanders-in-Chief in their respective zones were not affected by the establishment of the Council.
The initial members of the Control Council were as follows: Marshal Georgy Zhukov for the Soviet Union, Field Marshal Bernard Montgomery for the United Kingdom, General Dwight Eisenhower for the United States, and General Jean Joseph-Marie Gabriel Lattre de Tassigny for France.
During its short active life, the Allied Control Council was housed in and operated from the former building of the Kammergericht, the supreme court of the state of Prussia, which is situated in Berlin's Schöneberg borough in the American sector.

After the swastika flag since the capitulation of 8th May 1945 de facto and by law of the Controlling Council of 20th September 1945 (abolition of the Reichsflaggengesetz of 15th September 1935) formally too, Germany was denied the use of its own national and merchant flag, not even the fl-red-gold flag of the Weimar Republic.
Allied High Commission Law No. 42 removed certain restrictions for the area to which the basic law applied so that after 14 December 1950 it applied in only Soviet controlled waters.
Craft operating on inland waterways may, as an alternative to wearing the Allied Control Authority flag as prescribed in paragraph 2 of Article I, have the colors of this flag painted on both sides of the craft as a distinguishing mark.

Armistice control was essentially military government but was complicated by the continued operations of a national government, though it had surrendered, and was further confused when the Italian Government announced its standing as a cobelligerent to the Allied war effort.
The latter were responsible for the supervision of slaughterhouses, the control and prevention of animal diseases pursuant to the provisions of sanitary police laws and regulations, and the conduct of private practice.
Other factors contributing to the breakdown of animal disease controls were the shortages in communications and transportation facilities and of veterinary supplies, the wartime increases in traffic of animals, and the war weariness of a socialized people in their destroyed country.

Allied interrogators were particularly interested in plans for the evacuation of art and library collections from German cities vulnerable to destruction from Allied bombing, and their storage in out-of-the way areas for safekeeping.
Allied commanders and art specialists had been surprised at the extent to which art collections and other valuables had been scattered and by the number of small emergency repositories.
On March 14, 1946, the Chief of the Property Control Branch reported having "considerable doubt as to the present location of the furnishings on loan." 225 Mackenzie informed the Chief of the USFA Property Control Branch that this was indeed the case.

 Chapter IX: Tripartite Agreements
The combined authority, to be called the Control Council, would be composed of the ranking commanding generals of the three occupying powers.
The supreme authority, they proposed, would be exercised by the three commanders, "each in his own zone of occupation." Together the commanders would form the Control Council which would settle problems common to the whole of Germany and control the central organs of the German government.
The Soviet Control Council element, long awaited and in fact promised in the near future in the fall of 1944, never appeared; and as the months passed, the other members became doubtful that the Soviet government would even honor the agreements it had already accepted.

Addressed to the people of Germany in the name of General Eisenhower as Supreme Commander, Allied Expeditionary Forces, it declared his assumption of "supreme legislative, judicial, and executive power within the occupied territory"; suspended German courts and educational institutions; and required all officials and public employees to remain at their posts until further notice.
The EAC had such authority, but the surrender might very well come before the EAC completed its work; consequently, SHAEF was the logical and only body capable of instituting and conducting military government in Germany during the initial postsurrender period.

At the Allied Conference at Potsdam in July and August 1945, President Truman, British Prime Ministers Churchill and Attlee (who succeeded Churchill mid-way through the Conference), and Soviet Marshal Stalin and their top political advisers became engaged with the looted assets issue as they agreed upon policies for dealing with a defeated Germany.
The Allied Control Authority managing occupied Germany had a key role in American planning for the handling of external assets and looted gold.
They settled instead for an undertaking by Truman, Attlee, and Stalin assigning to the Allied Control Council the control of the disposition of these assets-along with a decision by Stalin not to claim for the USSR any of the assets located in Western Europe.
