	Almarian William Decker
		Almarian Decker was one of the most influential engineers in the development of modern power generation and transmission systems.
		But Almarian Decker was the first to actually create the entire system for the Redlands Light and Power Company in 1893, three full years before Westinghouse completed the Niagara Falls power plant.
		Decker] advocated the use of a three-phase, 10,000-volt transmission strenuously, particularly in view of the fact that it would be impossible to deliver power service by any single-phase transmission; but the absolute refusal of any electric company to build three-phase machines forced him to recede from his stand and to accept a single-phase standard generator.”

		Fortunately Almarian Decker was the man picked to engineer the plant and to find a solution to the problem of transmitting power 14 miles to Pomona.
		Decker was aware of Tesla's experiments with A.C and an unrelated demonstration project in Germany using oil filled drums to increase voltage.
		Decker's solution was to step-up the voltage to push the power the 14 miles, then step it back down to the standard voltage used more safely in homes.

		According to the Electrical Engineer, Almarian William Decker, the incline system would require only 15-horse power to raise the empty car, but 45-horse power to raise a full car.
		Decker estimated that the system would regenerate about 40 percent of the power consumed on the trip from Mountain Junction to Rubio Canyon.

		Then, in a deal with General Electric, which Edison had been forced to sell, Westinghouse's company went on to construct a power station at the Niagara Falls, with three 5,000 horsepower Tesla generators supplying electricity to an aluminium smelter at Niagara and the town of Buffalo 22 miles (35 km) away.
