He associated himself with the loathsome apostate Alpheus Cutler who exercised "an influence against the migration to the Valley and for advocating the building of a temple, etc. At a general conference held in Salt Lake City, in 1850, Father Alpheus Cutler, as he was generally called, was excommunicated from the Church.
This pretended "true church" was organized with Alpheus Cutler as president, Edmund Fisher as first, and Chauncey Whiting as second counselor, and Grandfather Fisher as patriarch."
We do not find records of his excommunication but since Alpheus Cutler was cut off from the Church, it seems very likely that Edmund Fisher was also.

 The Council of Fifty
Alpheus Cutler claimed that in conjunction with the Council of Fifty, Joseph Smith organized a “Quorum of Seven” ordaining them to the prophetic office; with all the rights, keys, powers, privileges, and blessings belonging to that condition.
Cutler would later claim that his ordination to that quorum provided him with an undisputed right to organize and build up the kingdom the same as Joseph had done.

In late 1836 or early 1837 the Cutlers and Shermans moved to northern [p.161] Ray County to be near Saints gathered in Missouri, where they farmed along the Crooked River.
In April Cutler and the Mormon leadership slipped back to Missouri, when he laid the foundation for a temple at Far West, an event that marked Cutler's rise to prominence.

In 1844, exact date currently unknown, in the council room on the second floor of Joseph Smith's red brick store a meeting was held at which Joseph Smith and Hyrum Smith were present.
This important meeting was attended by two of the apostles, Willard Richards (secretary to the church president and church historian), John Taylor (editor of the Times and Seasons), together with Bishop Newel K. Whitney, Alpheus Cutler, William W. Phelps, John Bernhisel and George J. Adams.
