The Altamira styrenics site was settled on in 1996, and the first phase of the plant began in early 1997.

 Media Centre - Shell and El Paso announce joint LNG terminal in Altamira Mexico
The regasification terminal will have an initial capacity sufficient to meet demand in the immediate region of Altamira, with the potential to expand up to 1.3 billion cubic feet of gas per day (10 million tons of LNG per annum).
Initial investment costs are estimated to be up to approximately $300 million, and the re-gasification terminal is expected to start importation of LNG in the first half of 2004.
This project was presented to Mexico's Energy Secretary Ernesto Martens Rebolledo who said: "The construction of a re-gasification terminal fits with the country's energy policy.
