The Altamont Commuter Express (also known as ACE, pronounced "ace") is a commuter train service in California connecting Stockton with San Jose.
The service was started on October 19, 1998 with two trains daily in each direction, later increased to three trains in each direction, and as of August 2006 runs four trains daily in each direction, including a "midday" train each direction.

16/5/2005 -- Big California Wind Farm Wrestles with Bird Deaths
Altamont Pass, which produces wind power for sale to Pacific Gas & Electric Co., a unit of PG&E Corp. is along a migratory path for raptors and near a nesting area for golden eagles.
Altamont Pass also could shut down half its turbines during a four-month winter season when electricity demand is lower and reduce the population of gophers, rabbits and other prey, developers said.
The California Energy Commission study said Altamont Pass may be able to cut bird kills by up to 50 percent for some species by moving turbines and installing structures to divert birds to fly around turbines.

PIER Project Summary - Developing Methods to Reduce Bird Fatalities in the Altamont Pass Wind Resource Area   (Site not responding. Last check: 2007-11-01)
California wind turbines provide approximately 3 billion kilowatthours (kWh) of electricity annually, and displace fossil-fuel electricity production that would otherwise produce 2.25 million tons of carbon dioxide (CO2) emissionsÑabout equal to the amount that could be absorbed by an 1,100 square-mile forest.
Whatever the causes, this unusually high incidence of avian fatalities at Altamont has led to a negative perception of wind turbine technology's contribution to avian deaths in general, and has attracted a great deal of research at the site, in an effort to identify and remediate the problems.
This project is being conducted in Altamont Pass Wind Resource Area in Altamont, California, which is located in Senate District 7 (Senator Tom Torlakson) and the 15th Assembly District (Assembly member Guy Houston).

At a time when demand is rising for greener energy sources, the Altamont Pass has become one of the nation's leading producers of wind power, generating enough pollution-free electricity annually to power 120,000 homes for a year.
An estimated 1,700 to 4,700 birds are killed each year in the 50-square-mile Altamont Pass Wind Resource Area, and of those fatalities, between 880 and 1,300 are federally protected raptors such as burrowing owls, red-tailed hawks and golden eagles, according to a study released last year by the California Energy Commission.

RenewableEnergyAccess.com | Avian Issues Resurface at Altamont Wind Farm
With as many as 7000 wind turbines turning at a time, Altamont pass, one of the oldest and largest wind farms in the world, also happens to be one of the most controversial.
While a rare issue for modern wind farms, bird mortality at the 20 year-old Altamont pass has been a particularly visible and unfortunate subject, putting what many say is an unfair blemish on the wind power industry.
While it appears that migratory patterns may factor into the equation at Altamont, the older lattice-style towers on some of the turbines, offering good perching areas for birds, are partly to blame according to industry sources.

However, some wind power facilities, such as the Altamont Pass Wind Resource Area (APWRA) in eastern Alameda and Contra Costa Counties, California, are causing severe environmental impacts to raptor populations due to bird kills from collisions with turbines and electrocution on power lines.
Wind turbines at the Altamont Pass Wind Resource Area (APWRA) kill more birds of prey than any other wind facility in North America, due to their location on a major bird migratory route in an area with high concentrations of raptors, including the highest density of breeding golden eagles in the world.

The California Independent System Operator (ISO) Board of Governors, which manages the flow of electricity along California's power grid, has announced that it will install a new transmission line to carry wind energy from the Tehachapi and Antelope Valley area to customers throughout California.
The California ISO approved the transmission line in response to expected expansion of wind generation in the area to meet California's Renewable Portfolio Standard, which requires 20 percent of energy delivered by investor-owned utilities to be from renewable power by 2017.
The results of a four-year study the California Energy Commission released on August 10 predict that several measures could reduce bird deaths by up to 50 percent for some species at Altamont Pass.

In addition, the Altamont Pass wind projects reduce air emissions, as compared with a new gas-fired power plant, equivalent to 1.2 billion lbs of CO2 per year, thereby reducing the impacts of global warming and climate change.
Further, the Altamont Pass wind projects would be equivalent to planting about 46,000,000 trees (equivalent to a forest of about 199,000 acres or 311 square miles) in the San Francisco Bay Area to mitigate air pollution from a new gas-fired power plant.
However, the average of the range of estimated raptor mortality per wind turbine in Altamont Pass is about 6 times higher than other wind projects, apparently due to the unique climate, topography, and food sources (such as ground squirrels) that foster raptors.

Now, some environmental groups that routinely supported wind power as a clean source of electric power are opposing the renewal of permits for the wind farm, the largest in the world in number of turbines, until steps are taken to reduce bird deaths.
The open country surrounding Altamont Pass is believed to contain one of the largest populations of breeding pairs of golden eagles in the world.

Altamont also needed a right-of-way permit from the BLM since the line would cross 206 miles of federal land managed by that agency, almost all in Wyoming.

Environmental Group Files Suit Against California Wind Farm - by James M. Taylor - The Heartland Institute
Citing the slaughter of thousands of birds each year at the Altamont Pass, California wind farm, the San Francisco-based Center for Biological Diversity (CBD) filed a lawsuit in the Alameda County Superior Court November 1 seeking to halt or significantly reduce the number of annual bird deaths.
According to the suit, more than 5,000 giant wind turbines at Altamont Pass kill roughly 1,000 golden eagles, hawks, owls, and other raptors, some of which are endangered, every year.
Most significantly, the lawsuit requests that FPL and the other owners/operators be required to install newer turbines that would moderately reduce the number of bird kills and establish new wildlife habitats to compensate for ongoing bird deaths.

Sobering Altamont Bird Report Issued, A Review by Paul Gipe
A much anticipated update on wind turbines and birds in California's Altamont Pass concludes that the problem is more severe than once believed.
The implications of the data in this study and that of companion studies by the California Energy Commission led to a highly-public dispute between the Center for Biological Diversity and Alameda County over permits to repower the Altamont Pass.
If Thelander and Smallwood's projections are borne out in practice, wind turbines in the Altamont Pass--post-repowering--will continue to kill about 1,000 birds per year, including a potentially significant number of golden eagles and burrowing owls.
