Topic: Altiero Spinelli

Altiero Spinelli - Wikipedia, the free encyclopedia
Altiero Spinelli (August 29, 1907—May 23, 1986) was an Italian citizen and advocate of European federalism; sometimes referred to as one of the "godfathers of European Union" due to his strong influence on the first few decades of post-World War II European integration.
Spinelli was born in Rome, and joined the Italian Communist Party (PCI) at an early age.
During the war he was interned on the island of Ventotene (in the Gulf of Gaeta) along with some eight hundred political opponents of the regime.

The myth of Europa - The Ventotene manifesto
Altiero Spinelli, a young communist pupil of Gramsci, was exiled to Ventotene in 1937, to serve six years of detention after having already spent ten years in jail.
Altiero Spinelli and other eight European deputies took part the first informal meeting in what would be called, from the name of the restaurant in Strasbourg where it was held, Crocodile Club the 9th July 1980.
Spinelli’s project reinforced the role of the European Parliament because it is endowed with a power of expenditure and legislative, in certain fields, and it must approve the political program of the European Commission.

 ALTIERO SPINELLI
Altiero Spinelli was born in Rome in 1907.
In July 1941 Spinelli and Rossi, confined on the island of Ventotene, wrote the Manifesto for a free and united Europe; a sort of ‘Bible’ for European Unity.
The first idea, launched by Spinelli and inspired by a writing of Einauidi, emerged in the winter of 1940-41, whilst the continent was in the midst of war.

 JEF-Europe: > Altiero Spinelli, Life & Work
Spinelli soon realised that the battle for the European federation required the creation of anew type of political organisation, immune to national fetishes and the limitations of traditional ideologies.
Spinelli's attitude differed from that of federalists before him, who limited themselves to denouncing the historical crisis of the nation-state and setting the achievement of the European federation at some indeterminate future time.
Spinelli therefore unhesitatingly denounced the limits of the functionalist approach to European unification, and the Europeanists' illusion of being able to achieve federation without the states renouncing their national sovereignty.

Altiero Spinelli (1907-1986) joined the Communist Party at the age of 17 in 1924.
Under their influence, Spinelli broke with the Communists in 1937; as he declared, he wanted all his fellow human beings to be free, and, as the real enemy against it, he saw in state sovereignty and totalitarian tendencies, whatever their origin.
After the Manifesto, Spinelli wrote The United States of Europe and the Different Political Trends (Fall 1941), which was distributed by the underground press.

Altiero Spinelli, a lifelong Communist, was one of the main strategic thinkers who devised the sum and substance of the European Union as it is today.
Spinelli was able to promote his ideas honed over those many decades and create the impetus which, even after his death in 1984, have dominated the development of Europe's flegling Super State; first in the Single European Act, then the Maastricht Treaty and now the Amsterdam Treaty.
Spinelli's third paper stressed that a European federation, unlike the bureaucracy of Stalin's USSR, would have the fundamental principles of "federation, socialisation of monopolies and redistribution of wealth." He emphasised the need for an educational system to train men of initiative and to choose the right men now.

For many years, the Altiero Spinelli Institute for Federalist Studies has organized a yearly international seminar on the island of Ventotene.
This island off the Italian coast, was the place where Altiero Spinelli, author of the Federalist Ventotene Manifesto, was imprisoned during the Second World War.
Considering that, in the past years, the participation fee was often higher than the travel expenses, starting with 2005, the Altiero Spinelli Institute decided to abolish both the participation fee and the travel reimbursement.

When at the end of the Second World War, a decision had to be made about the direction in which to move towards the future, the parties chose the national option making the restructuring of the nations their overriding objective.
Spinelli was practically alone in choosing the European option and made his prime objective the construction of Europe, to be achieved, not through the channels of foreign affairs, but by a democratic struggle based on supranational and constitutional criteria.
What Spinelli thought up then is, in fact, the only way to extend democratic control from the national sphere to the international sphere, still dominated by raison d']tat and thus by the reason of weapons which for as long as they exist will always be an alternative to democracy.

It is necessary to understand that Altiero Spinelli and the idea of Europe that we associate with him belong to a period of history that is coming to its end.

"What Altiero Spinelli said on the subject of European unity is valid for the creation of a world political order: the strength of an idea is revealed not by the fact that it imposes itself without friction at its first appearance, but from its capacity to be reborn out of defeat." (Tommaso Padoa-Schioppa)
Spinelli's project - un potere democratico europeo - did not fit into the new mood of the rulers of the world.
A different opinion is found at the site of the British Management Data Foundation: "The Spinelli Treaty is arguably one of the most influential documents concerned with the development of the European Union".

 Altero Spinelli: Spring Europe
Altiero Spinelli (1907-1986) founded the Movimento Federalista Europeo (European Federalist Movement) on 27-28 August 1943 in Milan.
In the early fifties, the campaigning of Spinelli and the MFE toward the Italian government proved decisive in making the European constituent question the central issue in the intergovernmental negotiations for the creation of the European Defence Community (EDC), but its work was frustrated by France's refusal to ratify the EDC in 1954.
Despite this setback, between 1954 and 1960 Spinelli and the MFE re-launched the federalist struggle.
