Nueva Vizcaya is a province of the Philippines located in the Cagayan Valley region in Luzon.
The province of Nueva Vizcaya used to be a territory of the vast Cagayan Valley which was once an integral political unit with one governor.
The present territory of Nueva Vizcaya was the result of changes emanating from the formal creation of the province of Isabela in May 1856, where a great portion of its northern territory was ceded to the newly-born province.

The name Ambaguio, according to Alawas, derived from the native phrase “e-am-bagiw,” which means “conqueror of the moss,” because in earlier times, the place was covered with thick mossy forests.
Ambaguio, which used to be just a barangay of Bayombong, became a separate town on June 18, 1976, through the efforts of then-Rep. Leonardo Perez.

 San Roque Dam Project
During the regular session of the board last Wednesday which was attended by various opposition groups from the different barangays in Itogon, board member Danilo L. Bolislis reiterated their previous stand opposing the said project still stands and has never been amended or repealed and none of his colleagues objected.
The project, despite its prepared technical study by the Japanese International Cooperation Agency, did not push through because it did not have funding and the site is still being disputed by Ambaguio in Nueva Vizcaya and Asipulo town in Ifugao.
Officials said the project intends to augment the irrigation needs of farmers in Nueva Vizcaya who depend on the tanggal (makeshift) dam system.

Petition vs. the Project: 260 signatories upstream communities of Camandag, Asipulo Municipality; 100 signatories from barangay Natkak, Asipulo; petition was submitted to the Municipality of Asipulo, and to the Provincial Government of Ifugao.
The dam project was originally proposed to be built in Bangti, which is located at the confluence point of the Binalian River and the Matuno River in Kayapa, Nueva Vizcaya.
In September 1999, the Japanese consultants of the Nippon Koei Company conducted a geological study and ocular inspection of Matuno river located in the Municipalities of Asipulo, Ifugao, and Ambaguio, Nueva Vizcaya.
