They were professional in the sense that, for the most part, diplomacy was the main occupation of their lives; there was, however, no graded diplomatic service in which, as nt present, it was possible to rise on a fixed system from the position of simpe attache to that of minister and ambassador.

In its report on why the Sept. 11, 2001, terror attacks occurred, the bipartisan 9/11 commission last year said the United States had done a poor job of explaining U.S. intentions to the Muslim world as well as listening to its views.
Hughes, who has a bachelor's degree in fine art from Southern Methodist University, was a Texas TV reporter from 1977 to 1984 who went on to become one of Bush's closest confidantes and is widely credited with helping him launch his successful bid for the presidency.
