Within the higher education community the belief has grown that policy guidelines for voluntary self-regulation, developed by higher education representatives, are preferable to governmental definitions and regulations.
To this end, the American Council on Education and other associations urged the National Association of College and University Business Officers to prepare policy guidelines for refunding student fees.
The Office on Self-Regulation Initiatives, a program of the American Council on Education, works cooperatively with representative associations and institutional leaders in identifying issues on which selfregulation is needed, formulating responses to those issues, and distributing the resulting guidelines and recommendations.

  Special Education Inclusion
Inclusion is a term which expresses commitment to educate each child, to the maximum extent appropriate, in the school and classroom he or she would otherwise attend.
Instead, the law requires that children with disabilities be educated "to the maximum extent appropriate" in the "least restrictive environment." And the IDEA contemplates that the "least restrictive environment" is the regular education classroom.
A recipient is required to place a handicapped child in the regular educational environment unless it is demonstrated by the recipient that the education in the regular environment with the use of supplementary aides and services cannot be achieved satisfactorily.

In the field of education, reports addressing the benefits of using assistive technology to compensate for specific learning disabilities have been generated primarily by professionals at the postsecondary level attempting to meet the needs of increasing numbers of students with learning disabilities attending college (Raskind,1994).
P.L. 94-142 and P.L. 101-406 mandated special education programs and services for elementary and secondary students with disabilities; as a result, more of these students are completing high school and view attending college, with the assistance of support services, as the next logical and viable step.
This law mandates accessibility to postsecondary education for "otherwise qualified" students with disabilities; however, Subpart E of the rules and regulations addressing postsecondary educational services was not in place until 1978.

President Reagan was unable to dismantle the Department of Education during his administration, although key people in the department strongly suggested that they should get out of the business of recognizing accrediting agencies, and leave that to the states.
In 1992, Secretary of Education Lamar Alexander went further still, issuing an open invitation for new accrediting agencies to come forward and seek his department's blessing, strongly implying that the existing ones were not doing a satisfactory job.
Then the U.S. Department of Education determined that the Higher Education Amendments to the laws required it only to recognize those accreditors who help to enable the schools or programs they accredit to establish eligibility to participate in certain federal aid and other federal programs.
