The strength and diversity of community support for the nomination as evidenced by letters from elected officials; landowners; private citizens; businesses; and especially State, local, and tribal governments.
Willingness and capability of the community to forge partnerships and agreements to implement their plan to meet their goals and objectives.

The Administration is creating the American Heritage Rivers initiative to help these communities restore and protect their river resources in a way that integrates natural resource protection, economic development, and the preservation of historical and cultural values.
The principal party or parties nominating the river and local or regional governmental entities show their willingness and capability to enter into new, or to continue and expand existing, partnership agreements with each other as well as with federal and state agencies, Indian tribes, and/or other parties to implement a plan for the river area.
In addition, designated rivers will be able to benefit significantly from a broad range of refocused or retargeted federal programs or other assistance and help generate broader public support for the goals and guiding principles of American Heritage Rivers as excellent examples and models for emulation throughout the Nation.

By definition, a River Community under the AHRI is "self-defined by the members of the community." It can include anyone or anything from private citizens to businesses and NGOs (Non-Governmental Organizations like the Sierra Club) to local and state government agencies.

Communities were invited to nominate their rivers for designation, and the 10 selected will receive help tapping existing federal resources to carry out their plans for restoring their rivers and riverfronts.
The designation of three river sections, the South Platte in Colorado, the Willamette in Oregon and the Missouri in Nebraska, have been opposed by one Senator from each state, but will still be considered because local members of the House support the nominations or are neutral.

Warning that persons most affected by the American Heritage Rivers Initiative “have little idea of its potential scope, impact, and cost--both economic and regulatory”--the National Legal Center for the Public Interest, a Washington, DC-based public interest law and education foundation, released in December a three-part policy brief examining the Clinton Administration’s controversial program.
Participation in the initiative is 100 percent voluntary, he notes: communities nominate their rivers for designation and must show evidence of broad community support for the nomination; federal agencies are required to make information widely available during the AHRI consideration process; and members of Congress are permitted to veto nominations within their district.
In order to “protect natural resources and preserve [river] heritage,” the AHRI is likely to prefer greenways and scenic areas, historical and cultural sites, sustainable development, and wetlands over private property rights.
