Because of the dangerously inferior condition of the American merchant marine at the time that legislation was passed, a large and immediate construction program was necessary to replace tonnage which presently would be obsolete.
The problem common to all operators of replacing any of their American vessels bought during post-war bargain sales, is complicated in the domestic trade by the higher degree of obsolescence and the exclusion of this fleet from the subsidy provisions available to ships engaged in the overseas or foreign services.
This line, formerly the Dollar Steamship Company, was renamed the American President Lines, and with the installation of new management, the company's regular round-the-world service was resumed.

 American Export Lines Inc.
American Export Lines, New York, was the biggest US-flag shipping company between the US east coast and the Mediterranean from 1919 to 1977, offering both cargo ship services and passenger ship services, until declaring bankruptcy and was acquired by Farrell Lines, New York.
Hitherto, the American Export ships had carried a maximum of 12 passengers, and as an indication of their new policy two of the existing fleet, the EXARCH and EXCELSIOR, were converted to carry 37 passengers, all in outside cabins on the bridge deck.
The American Export Lines were acquired on 28 March 1978 by FARRELL LINES INC of New York, a line dating back to 1926 and running services from East and Gulf Coasts of the USA to West, South and East Africa and to Australia and New Zealand.

Like the United States Lines, it was sold to Paul W. Chapman in 1929, then repossessed by USSB and resold to International Mercantile Marine in 1931.

On 25 March 1944 President Jackson landed Army, Navy, and Construction Battalion units on Emirau Island and in April, with Transport Division Two, she carried the 40th Division, U.S.A., to New Britain, and returned the 1st Marine Division to Russell Island in the Solomons.
While operating with TF 77, President Jackson landed elements of the 25th Infantry Division, U.S. Army, in the reinforcement landing at Lingayen Gulf 11 January 1945.

The new SS President Monroe was just clearing San Francisco Bay on her maiden voyage around the world when word was flashed to her Master to return, as Japan had just attacked Pearl Harbor.
The transport entered Hunter’s Point Naval Drydock 12 January 1946, decommissioned, and was redelivered to WSA 30 January, returned to American President Lines 21 February, and struck from the Navy List 12 March.
