American naval flags of the Revolutionary War were in now way standardized, though eventually the Stars and Stripes came to be the recognized war ensign of the United States.
George Washington's military secretary, Col. Joseph Reed, suggested that all American warships fly an ensign with the Massachusetts naval ensign in the canton and a field of stripes for the Thirteen Colonies.
As war began between Britain and her rebellious American colonies in 1775, various proposals for an American naval ensign were brought forward.

 Stephen Potter (American) - Wikipedia, the free encyclopedia
Ensign Potter, as second pilot to a British captain on North Sea service, won the distinction of being the first American naval aviator to shoot down a German seaplane.
Ensign Potter volunteered to go overseas immediately and was assigned to the Advanced School at Montchic, Gironde, France.
Ensign Potter was shot down and perished in his plane.

Between Confederation and 1965, Canadians used either the Union Flag, or one of the various versions of the Canadian Red Ensign as pretenders to the national flag.
Articles written in the Canadian Almanac in the 1890s refer to the Canadian Red Ensign as "the flag of our country" and speak of its extensive public and private use, but offer not so much as a mention of any use of the plain Union Flag outside of military circles.
The Canadian response was divided between the increasing enthusiasm of English Canadians for the imperial cause, and the abhorrence of French Canadians for the imperial aggression against the Afrikaners.

Elizabeth, as the widow ENSIGN seeking some measure of justice for her daughter, filed a suit against Thomas SUMMERS for £500 damage for "inticing and drawing away her daughter unseasonably, and by unlawfull meanes, against her will, and abusing her daughter." Elizabeth was awarded 50s and the cost of the suit.

The Red Ensign was presented to this Museum in 1918 to commemmorate the Canadian achievement at Vimy Ridge by Lieutenant Colonel Lorn Paulet Owen Tudor of the Saskatchewan Regiment, who commanded the 5th Canadian Infantry Battallion from 29 June 1917 to 8 March 1918.
I believe this refutes the above statement and displays that the Red Ensign was used by Canadian Forces (primarily the Army) in WWI.
