On the Iman (Bol'shaya Ussurka) river, 12_15 pairs were recorded along 100 km in 1938_1939 (Spangenberg 1965), but by the 1980s the species was considered to have become almost extinct there because of intensive logging and disturbance (Shibnev 1989c, Pukinskiy 1993).
They prefer rivers and streams that do not totally freeze over in winter, but in parts of the Nemuro Peninsula by switching diet they persist in areas where all of the streams are completely frozen in winter (Research Center, WBSJ 1993).
Over the past few years, its winter prey has been reduced in the Bikin river by intensive, year-round net-fishing (Mikhailov and Shibnev 1998), and a decline there in its average brood size from 2_3 chicks in the 1960s to 1_2 in the 1970s was probably caused by a decline in fish stocks (Pukinskiy 1993).

On the Sukpai river, 22 broods were counted along 50 km of river in June_July 1965 (one brood per 2.3 km), eight broods were on the same stretch in 1966, four broods in 1967 and only one brood in 1969 (Yakhontov 1976a), a more than 20-fold decline in the number of broods (Bocharnikov 1990).
On the eastern slopes of the Sikhote-Alin' mountains, Scaly-sided Merganser is recorded mainly on the lower and middle reaches of the rivers; on the western slopes, it is mainly found near the sources of the rivers, and is absent in the middle and lower reaches which are forested with conifers (Yelsukov 1994).
In the Iman river basin, hunting is banned on the main channel, and the level of poaching is low when this species flies down these channels during the autumn migration because of the presence of representatives of nature conservation organisations, who arrive for the beginning of the musk-rat hunting season (Surmach and Zaykin 1994).

To increase the working reliability and traffic capacity of the Trans-Siberian Railway that connects the APR countries with Europe, the reconstruction of the railway bridge via the Amur River is being constructed, an extension of 2617 meters.

Some loggers who log in the Nanai district on the Amur actually have mooring places on a river in Troitskoye in order to transport their illegally logged timber directly to Khabarovsk, or even as far as to timber depots in Khor or Bikin where the system of stolen timber wholesale is well organized.
The illegal loggers frequently have legal firms that are registered outside the district in which they operate.
