 | | Amnesty, from the Greek stem amnestia, meaning to forget, is an act of the legislature whose aim is to erase an accomplished fact which would otherwise be punishable, and so either to prevent or to stop legal action, or, as the case may be, to erase any sentence. |
 | | Amnesty, in fact, is not only not to be set against the claims of victims of the crimes to which it refers, but still further, is contrary to the legal obligations of states. |
 | | Amnesties are generally incompatible with the duty of States to investigate such acts; to guarantee freedom from such acts within their jurisdiction; and to ensure that they do not occur in the future. |
