Closely related to the falcons, and belonging, in fact, to the same genus, are the kestrels and hobbies.
Hobbies are small falcons which capture most of their prey on the wing, but feed as much on winged termites as they do on small birds and bats.
Falcons, kestrels and hobbies do not build nests of any kind, but lay their eggs in the old stick nests of other birds (particularly those of crows, eagles and storks), on bare rocky ledges, in crevices, or in tree holes.

 Red-footed Falcon
The key feature used to separate adult male (Western) Red-footed Falcon (Falco vespertinus) from the closely related Amur Falcon (Falco amurensis) is the color of the underwing coverts.
Many 1st summer male Red-footed Falcons are farther along in their molt by this date, and have the underwing coverts mostly gray, but this is not the case here, and the underwing coverts are still almost entirely juvenal feathers.
Juvenile male Red-footed Falcons usually have the barring on the underwing coverts reddish brown, while on Amur the barring is usually flish.

Alongside about 500 other birders throughout the day, we were not disappointed, as the first-year male falcon was present as usual upon arrival and put on quite a show for the next two and a half hours.
Finally, the darkness of the tail in comparison to the gray color of the back is also an indication of red-footed falcon.
In the similar Amur falcon, the tail and the back are more uniformily colored.

To be exact, the Amur Falcon, a bird a little similar to our very own Katiti, is appearing in Seychelles with increasing regularity and sometimes in fairly large numbers.
It is perhaps not surprising that Amur Falcons reach Seychelles.
Apart from the falcons on Bird and North, no doubt there are more birds out there too, perhaps on Mahe, Praslin, Denis, Desroches and Alphonse, where they have been seen in the past hunting along the edge of the airstrips.

The Amur Falcon is one of the raptors that flies the longest distance between summer breeding grounds in Mongolia and China and wintering grounds in southern Africa.
Amur Falcons have a much smaller wintering range than Lesser Kestrels, so I would expect the Amur Falcon number to be as high as the Lesser Kestrel number.

About an adult male Amur Falcon [Falco amurensis] shot by a gamekeeper in Dumfries & Galloway in September 1984.
The bird had initially been brought to a rehabilitation centre in SW France in May 1984, where it was identified and ringed as a Red-footed Falcon.
Only recently, when the author saw a photo of the dead bird from Dumfries & Galloway, was it correctly identified as an Amur Falcon - if eventually accepted, the first first for the Western Palearctic.

I think this is an Amur Falcon female?, but I'm not familiar with the species.
Shape/proportions and tail action look good for Amur - I think it is much more common for Amur and Red-footed to do that kind of thing in my experience.
What little we can see of underparts looks good, but it is distant and, as you say, we just can't see anything of the essentially diagnostic underwings.
