Due to the fact that the Anaconda Plan was in effect what happened anyway, I don't think it would have stopped the Confederacy from invading the north or the shelling of Fort Sumter.
To put it quite simply, no. The plan called for far to much dependance on communication between armies,which was at that time in many cases hard to achieve between commanders on the same field.
The other aspect of the plan that was not implemented was the early occupation of Richmond, which was thought would demoralize the South.
