Anastas Ivanovich Mikoyan ("Անաստաս Իվանի Միկոյան" in Armenian; "Анаста́с Ива́нович Микоя́н" in Russian) (November 25, 1895 — October 21, 1978) was an Old Bolshevik and Soviet statesman during the Stalin and Khrushchev years.
Mikoyan was born in the Armenian village Sanahin (now part of Alaverdi) and educated in a seminary.
Mikoyan served as Chairman of the Presidium of the Supreme Soviet from 1964 until 1965 and then retired.

He was twice awarded the highest civilian honour, the Hero of Socialist Labor and was a deputy in six Supreme Soviets.
His elder brother Anastas Ivanovich Mikoyan was a senior Soviet politician.

It would appear that Mikoyan continued to hold moderate views on the cold war and was unhappy with Khrushchev's brinkmanship over Berlin (1958-61) and over Khrushchev's walk out from the 1960 Paris Summit over the U2 incident, which he believed kept tension in the cold war high for another fifteen years.
It is claimed by some that by 1964 he had become convinced that Khrushchev had turned into a liability for the Party, and he masterminded the November 1964 coup that brought Leonid Brezhnev to power.
However, Taubman disputes this and Mikoyan was the only member of the Presidium (the name for the politboro at this time) to defend Khrushchev.

Mikoyan assumed the post of deputy chairman of the Soviet government (March 19, 1946 - March 15, 1953) when it was reorganized as the Council of Ministers in 1946.
Mikoyan was elected to the party's Central Committee Presidium (Oct. 16, 1952 - March 29, 1966) and held the posts of deputy chairman (Apr. 27, 1954 - Feb. 28, 1955) and First deputy chairman of the Council of Ministers (Feb. 28, 1955 - July 15, 1964).
Mikoyan could have served longer as the titular head of Soviet state, but an informal rule set up by party leadership required resignation of politicians, who reached the age of 70.

At the meeting of the Presidium's inner bureau held immediately after Stalin's death, Beria proposed Malenkov as Chairman of the Council of Ministers (or Premier).
The size of the Presidium was also cut in half in order to remove the influence of the new members that had been appointed in 1952 - the new Presidium had the exact same membership as the old bureau of the Presidium except that Molotov and Mikoyan were reinstated.
