Anbar Province and Emerging Trends in the Iraqi Insurgency
That the latest trend in the evolution of the Iraqi insurgency is unfolding in the Anbar province is not in the least surprising.
Ironically the word “Anbar” is Persian for “warehouse”; it was given this name by the ancient Persian Sassanid Empire, since the whole area served as a massive warehouse for its troops.
Secondly the Anbar province is usually the first port of call for jihadis and other foreign (and in some cases Iraqi) elements who infiltrate into the country through the Iraq-Syria border.

Anbar's Sunni Muslim residents mostly have been hospitable to these bands of jihadis led by Abu Musab Zarqawi, who was killed Wednesday in a U.S. air strike in Diyala province.

Military officials now frequently compare the fight in Anbar to the Vietnam War, saying that guerrilla fighters, who blend back into the population, are trying to break the will of the American military — rather than defeat it outright — and to erode public support for the war back home.
During three weeks of reporting along the Euphrates River valley, home to Anbar's main population centers and the core of insurgent activity, military officials offered three primary reasons that guerrilla fighters have held and gained ground: the enemy's growing sophistication, insufficient numbers of U.S. troops and the lack of trained and reliable Iraqi security forces.
However, there's been less political progress in Anbar than in Iraq's Kurdish north and Shiite Muslim south, the violence there has stymied progress in rebuilding towns destroyed in the fighting and Iraqi forces are still a long way from being able to secure the province.

Soldiers from the 2nd Brigade, 7th Iraqi Army Division - one of two Iraqi Army brigades in western Al Anbar Province - have spent months now learning the administrative and decision-making processes they’ll need to function as a military headquarters element to the three Iraqi infantry battalions which will eventually be under their charge.
In fact, the 2nd Brigade, as well as its subordinate Iraqi infantry battalions throughout Al Anbar, will be operating independently by the end of the year, said Kenney.
While Marines here admit that there is still more work to be done before 2nd Brigade is ready to take operational control of its subordinate battalions, progress is consistent, and the Iraqis are beginning to receive more equipment, such as the Humvees, to go along with their training.

Fester's Place: Robbing Peter to redeploy Paul: Losing in Iraq
U.S. officials in Washington and Baghdad agree that Al Anbar province — the vast desert badlands stretching west from the cities of Fallouja and Ramadi to the lawless region abutting the Syrian border — remains the epicenter of the country's deadly insurgency.
But in Al Anbar province, that objective is overshadowed by the more basic mission of trying to keep much of the region out of insurgent hands.
As I outlined in a previous post one of the primary military reasons for the second Fallujah operation was to deny the insurgencies the luxury of a Temporary Autonomous Zone that was free of any counterinsurgent capability.

 Anbar Tribesmen Take on al-Zarqawi
A report by al-Hayat on January 26 that “Tribal Popular Committees” have been formed in Ramadi (capital of Anbar province) to hunt down Abu Musab al-Zarqawi and his followers, “for the purpose of expelling them from the Iraqi border to Syria,” does not come as a surprise.
For its part, the Iraqi government is not overly-impressed by the counter-insurgency initiatives of the Anbar tribesmen.
The increasing mobilization of Anbar tribesmen converges with increasing confidence by the two Arab Sunni blocs (namely the Sunni Islamist “Iraqi Accord Front” and the much smaller neo-Baathist “Iraqi Front for National Dialogue” led by Saleh al-Mutlaq) in using quasi-official platforms to promote the insurgency and pressure the government to make unreasonable concessions.

Ramadi epicenter of dangerous Anbar fight
The importance of Anbar province, of which Ramadi is the capital, can't be overstated: It is approximately the size of Wyoming, encompasses the highway linking Baghdad to Amman, and spans the borders with Saudi Arabia, Jordan and Syria.
Ramadi, with a population of about 400,000, is also home to a series of U.S. military bases, including 1 Marine Division headquarters and the 2nd Battalion, 4th Marine Regiment, a unit that has suffered one of the highest casualty rates in the post-war period.
The prospect of Baghdad asserting itself in Ramadi and then throughout Anbar depends in large part on the Iraqi police and the national guard.
