By-election - Open Encyclopedia   (Site not responding. Last check: 2007-10-26)
By-elections can also be important if a minority party needs to gain one or more seats in order to gain official party status or the balance of power in a minority or coalition situation.
For example, Andrea Horwath's win in an Ontario provincial by-election in 2004 allowed the Ontario NDP to regain official party status, with important results in terms of parliamentary privileges and funding.
Party leaders and media commentators often point to by-election victories as important signals, but very often by-elections hinge far more on local issues and the charisma of the candidates than on national issues or how the voters feel about the governing party.

Andrea Horwath, city council's garbage guru, says finding a place to build either a landfill or an incinerator would involve a long, expensive fight, with no assurance residents would accept them anywhere within city boundaries.
When council adopted a new waste management master plan a year ago, Horwath was chosen to chair a political steering committee charged with implementing it by 2007, a target set when SWARU was expected to run to the end of 2006.
Groundwork for the plan was laid by a broadly based public advisory group that concluded a new incinerator, even a cleaner-burning one that would also generate electricity, should be considered only if it looked to be impossible to compost, recycle or otherwise divert 65 per cent of our garbage from landfill.

Federally and provincially, that is. With Horwath's stunning by-election election victory (not stunning that she won, but stunning she won by so much) and Sheila's announcement today that she will NOT be a candidate in the federal election have opened this riding wide open, setting up what could be the most interesting race in Canada.
While cynics may dismiss Horwath's victory as a mere blip on the radar, that by-elections mean nothing (which may be true -- NDP support provincially in Hamilton East has rarely translated into federal support from John Munro's era onwards), it gives the NDP in Hamilton a much-needed shot in the arm.
Horwath won by a landslide last night (trivia: her 63% was the highest won by an Ontario NDP candidate since 1990).
