Andrei Grigoriyevich Shkuro (Shkura) (Андрей Григорьевич Шкуро (Шкура) in Russian) (January 19, 1887 (O.S. January 7) – January 17, 1947) was a Lieutenant General (1919) of the White Army.
Shkuro claimed that to the detriment of the anti-Bolshevik cause, both Denikin and Wrangel did not sufficiently understand Cossack society, and that as a result some of their decisions alienated the Cossacks--even though the Cossacks in general remained deeply hostile to the policies of the Bolsheviks.
In 1941, Shkuro agreed to be one of the organizers of anti-Soviet Cossack units consisting of White émigrés and Soviet (mostly Cossack) prisoners of war in alliance with Nazi Germany.

The ROA was organized by former Red Army general Andrey Vlasov, who tried to unite all Russians in opposing the regime of Soviet dictator Joseph Stalin.
Amidst the volunteers were Soviet prisoners of war, eastern workers (Ostarbeiter), and Russian White emigrés (some of whom were veterans of the anticommunist White Army during the Russian Civil War).
Meanwhile the newly captured Soviet general Andrei Andreevich Vlasov, along with his German and Russian allies, was desperately lobbying the German high command, hoping that a green light would be given for the formation of a real armed force that would be exclusively under Russian control.

According to the notes Mitrokhin made from KGB archives, published in the Times, a group of White Russian generals, including Pyotr Krasnov and Andrei Shkuro, were tracked to a camp in the village of Gleisdorf in Austria by Smersh, Soviet military counter intelligence.
Krasnov and Shkuro, who had never been Soviet citizens and were two of Stalin's most hated enemies, were hanged in 1947.

Soviet authorities sent Vlasov and his men to Moscow, and in a summary trial held in the summer of 1946 sentenced him and eleven other senior officers from his army to death.
This was one of the last death sentences by hanging in the Soviet Union (later a group of cossack leaders including Pyotr Krasnov, Andrei Shkuro, and Helmuth von Pannwitz were also hanged for their role in WWII).
