Shleifer was one of the chief advisors to the Russian privatization chief Anatoly Chubais, and also a consultant in Russia's battle with inflation and macro stabilization.
To be fair, neither Chubais nor Shleifer expected that their policies would lead to so many factory managers becoming owners, or to the birth of the oligarchs.
What Shleifer and Treisman neglect to mention, however, is that the Moscow part of that survey was conducted by telephone at a time when there were 14 telephone lines for each 100 inhabitants in Moscow.

Finance & Development, September 2000 - Book Reviews
Andrei Shleifer and Daniel Treisman set out to evaluate the reforms of the 1990s by reviewing the reformers' political tactics.
In the book's preface, Shleifer and Treisman argue that their analysis of the reforms is based on a comparison with the alternatives that were politically feasible at the time—the counterfactual scenario—but they do not, in fact, analyze these scenarios at any length.
In their conclusion, Shleifer and Treisman stress the specific political obstacles to reform in Russia: concentration of power in the energy and natural resource sectors and peripheralized federalism.

The once and future Harvard economist Summers, Shleifer’s old friend and mentor, was overseeing US economic policy towards Russia all the while, eventually as Treasury Secretary.  He articulated no public position on the matter, either at the Treasury Department or, later, as president of Harvard.
Shleifer understood, however, that he could never hope to advise the Russian government as long as he was associated with the famously conservative university.
He may not know himself.  Today Shleifer lives modestly with his family in the leafy Boston suburb of Newton, in a house that was mortgaged as part of his settlement with the Justice Department.  A villa in France that the family is said to own wasn’t in the agreement.

Instead, the logic of choice, institutional analysis, and a variety of empirical approaches must replace highly formalistic models which get their realism only through ad hoc assumptions, and refined statistical estimation techniques that subtitute extended discussion of econometric methods for the analysis of the real-world problems they were intended to address.
While Andrei Shleifer will not agree completely with my assessment of modern economics, his work reflects in my opinion the concern with the logic of choice, institutional analysis, and a variety of empiricism to make sense of the important issues in economics, political economy, and public policy.
