Among the journals used in Odlyzko 1995 to derive that estimate, the cost per article ranged from under $1,000 for some journals to over $8,000 for others.

I have been predicting (Odlyzko 1995, 1996,) that change will come when administrators realize just how expensive the library system is, and that scholars can obtain most of the information they need from other sources, primarily preprints.

Metcalfe's law - Wikipedia, the free encyclopedia
The law is often illustrated with the example of fax machines: A single fax machine is useless, but the value of every fax machine increases with the total number of fax machines in the network, because the total number of people with whom you may send and receive documents increases.
In March 2005, Andrew Odlyzko and Benjamin Tilly published a preliminary paper which concludes Metcalfe's law significantly overestimates the value of adding connections.
The rule of thumb becomes: "the value of a network with n members is not n squared, but rather n times the logarithm of n." Their primary justification for this is the idea that not all potential connections in a network are equally valuable.

Odlyzko concludes that broadband’s spread is slow only by the standards of "Internet time" which itself he finds to be a dangerous myth.
Odlyzko compares the telecoms to the nineteenth century railroads to suggest that disruption and uncertainty are inevitable but we can expect uninterrupted service and a vigorous resurgence of broadband without any government support.
Odlyzko goes on to suggest ways for the wireless industry to stimulate voice usage, to show how we typically overestimate short-term progress while underestimating long-term progress, and to note the effects of continuing technological progress.

On the other hand, there are substantial inefficiencies in the current data networks, inefficiencies that can be alleviated even without complicated pricing or network engineering systems.
It comes from different patterns of use, lumpy capacity of transmission facilities, and the high growth rate of the industry.
However, dissatisfaction with the delays and losses in transmission, and the requirements of new services such as IP telephony, have stimulated the development of methods for providing Quality of Service (QoS), and this will make the Internet more complicated.

Researchers: Metcalfe's Law overshoots the mark | Tech News on ZDNet
Metcalfe's Law--a rule of thumb, really, that provided a rationale for aggressive expansion efforts during the dot-com boom--posits that the value of a network increases with the square of the number of devices in the network.
But in a preliminary paper (click for PDF) published March 2, Andrew Odlyzko and Benjamin Tilly of the university's Digital Technology Center concluded that the law "is a significant overestimate." In one example, where the law would find a network's value increased 100 percent, their calculations found only a 5 percent enhancement.
The two researchers proposed an alternative formula that heads in the same direction as Metcalfe's Law but doesn't go as far.
